Vermont: Governor Signs Bill Doubling Adult Possession Limit to Two Ounces

NORML says S. 278 took effect on passage, but the statute history shows July 1, 2026.

By Donte West · Oct 17, 2026

Gov. Phil Scott signed S. 278, NORML reported on June 22, 2026; the exact signing date is not given. Adults 21 and older may publicly possess up to two ounces of cannabis and 10 grams of hashish, double the previous limits.

Licensed retailers may sell up to two ounces of botanical cannabis per transaction. Larger amounts remain allowed in private if from a person's own harvest. Certain licensed cannabis establishments may hold a limited number of public events per year. Landlords may bar smoked cannabis but not non-smoked products.

Why it matters: Vermont's legal adult market is widening, but the article says nothing about past convictions or anyone incarcerated.
