Pennsylvania: Governor and Lt. Governor Urge People With Marijuana Convictions to Apply for Pardons (2019)

The Board of Pardons said it was uncertain whether the legislature would provide retroactive relief.

By Donte West · Oct 17, 2026

On October 2, 2019 the governor, lieutenant governor and the Board of Pardons secretary gave an update after a statewide adult-use marijuana tour report, CBS Pittsburgh reported. People with a nonviolent marijuana possession or paraphernalia conviction were encouraged to apply for a pardon.

Applications were described as free, and Lt. Gov. John Fetterman asked the Board to expedite low-level marijuana cases. The governor said each case is reviewed individually. The Board secretary noted uncertainty whether the legislature would provide retroactive relief for past marijuana convictions.

Why it matters: Pennsylvania's route is a case-by-case pardon, and this article is seven years old, so the process may have changed.
