Oregon: Gov. Brown Pardons About 45,000 People for Ounce-or-Less Marijuana Convictions (2022)

The pardon covers pre-2016 convictions and forgives more than $14 million in fines and fees.

By Donte West · Oct 17, 2026

Gov. Kate Brown announced a pardon on November 21, 2022 for convictions of possessing an ounce or less of marijuana before 2016, KATU reported. About 45,000 people and 47,144 convictions are covered. Only people aged 21 or older at the time, where possession was the sole charge, qualify.

More than $14 million in fines and fees are forgiven. The pardon does not cover other marijuana or controlled-substance offenses.

Why it matters: The pardon helps people with ounce-or-less possession convictions but not those with sales or other drug charges.
