Two Spanish men, aged 47 and 55, arrived at Tallinn Airport on an overnight flight from Malaga, according to the Estonian Tax and Customs Board (EMTA). Risk analysis sent them to customs control, where each suitcase held eight packages.

In total about 18.6 kg of plant material tested positive for cannabis in a rapid test. The release mentions no lab confirmation. Customs investigators opened criminal proceedings over a large quantity of narcotics. At the prosecutor's request a court ordered both men held in custody during the pre-trial investigation. The release does not name them.

Why it matters: Cannabis was identified by a rapid test, and the men were ordered held while the investigation continues. The release does not report a conviction.
