Police arrested a 53-year-old man at the Roseau Fisheries on 21 August 2024, according to Dominica News Online. The report names him as Troy Alfred Joseph. The charge was possession of cannabis with intent to supply, involving about 2,027 grams.

He pleaded guilty at arraignment on 23 August and was granted bail of EC$100,000. On 5 September he changed his plea to not guilty before the Roseau magistrate. Bail conditions require him to report weekly to Roseau Police Headquarters and to tell the court before changing address. The matter was adjourned to 25 November 2024.

Why it matters: A guilty plea entered at first appearance was reversed within two weeks. The case shows how quickly a person can be asked to plead before a lawyer has weighed in. About 2 kg is above a personal-use amount.
