Adult-use cannabis sales began in Delaware on August 1, 2025 for adults 21 and older, according to a notice from the state's Office of the Marijuana Commissioner. The first phase is run by existing medical compassion centers converting to a combined market.
The office reported more than 1,200 license applications in 2024, with 125 licenses awarded by a December lottery. The conversion generated $4 million for social equity licensee start-up grants. The notice does not mention possession limits or expungement.
Why it matters: Legal sales raise the question of what happens to people with older cannabis records. This notice does not answer it.
